Referring to paragraph 4 of your Confidential Despatch of 16th. February, 1911, and to your reminder of 21st. December, I have the honour to inform you that the question of the trafficking by shroffs in subsidiary coinage was carefully gone into early last year and that as a result the enclosed instructions dated 12th. April, 1911, were circulated to Heads of Departments. Such trafficking cannot of course be entirely eliminated, but I trust that all possible messures are being taken both in the Harbour Department and in other Departments to suppress
